These local one-man-band thugs only have control over one corner (yellow), and don’t expand.

If you’re on good terms you can arrange for them to give you stuff they find, for a small fee of course and not all of it is going to be useful to you (“oh gee, thanks, a baseball bat, just what I’ve always wanted”), or even pay for them to pick a fight with a rival outfit.

If there’s a business you need to use on their corner, you can get them to agree for you to use them. Nearby businesses who won’t do business with you because someone has roughed them up? Tell the hooligan to cut it out and leave them alone.

You can, of course, also pick a fight with them and loot their safe house, but maybe check they don’t have any relatives in the police force first, yeah?

“You can’t kill everyone, Manny. It’s not good business.”

Instead of killing them off, sometimes it’s better to leave hooligans alone. If there are a number in a small space, they’ll often pick a fight with one another. Let them do the dirty work on each other, then swoop in and loot their abandoned safe houses when one of them loses the battle.

There are ways you can make them go away without killing them, or without waiting for someone else to kill them, which is good if they have cops in the family, but neither option gets you any of their weapons or goods.

Paying them to open a boxing gym (-$1000) means they’re removed from the game and their corner becomes neutral territory. Or, if they have particularly useful traits, you can pay them (anything between -$450 and -$800, usually -$700 or -$800) to join your crew.

If you do this their corner instantly becomes neutral territory, and they show up at your safe house in a two-seater car. You get a car and a new crew member at the same time, which is good if you don’t have spare cars, and they cease to trouble you without you having to take them out.

“Keep your friends close, but your enemies closer.”

The first time your newly recruited hooligan levels up, depending on your outfit’s progression in the game, they can have more than one level to gain in the same turn, so they quickly get up to speed with your other crew.

Hooligans can also work as a buffer zone between you and rival outfits. If you leave the hooligan alone, it means the rival outfit has to take them out and you have to loot their safe house before they can move closer to your territory.

Of course, the same goes for you, you can’t expand either, but if you’re focused on a different part of the map at the time, it means you don’t have to split focus.

Businesses with a Favor and indebted gamblers can give you an introduction to a hooligan, which normally puts them in a better mood than if you seek them out yourself.

Note that getting new Favors when you’ve used them all up is really difficult – maybe even impossible – even if you get multiple people to put in a good word for you. You need at least one Favor to hire or pay them off, so once you use up all the Favors you had with them, your only option to get rid of them is to pick a fight and win. If you don’t like the optics of straight up murdering a hooligan with a good relationship score just because your non-violent options have gone away … maybe keep at least 1 Favor for later.

“Got any leads on interesting goods or product?”You’ve had a notification to say a hooligan has an offer. Pick this option to see what they’re offering and for how much. You can decline whatever they’re offering if you don’t want it. You normally have a few weeks to decide. If you go ahead with it, you need to return later to pick it up.
“So, about that product I paid for.”When you get the notification that the hooligan you made a deal with is ready to be picked up. Usually things get delivered to a building of your choosing.
“Say, if there was some interesting opportunity in this neighborhood, I imagine you’d be the first to know?”They’ll let you know if they come across anything of interest. But they kind of do that anyway, so this option seems to mostly be for roleplaying purposes.
“I know you do business around these parts. Got anything for me?”They’ll offer you something for free. You can decline whatever they’re offering if you have no use for it. Make sure you have room in your vehicle.
“I want you to stop harassing the business owners around here. They’re too afraid to do any deals with you around.”If local businesses won’t do business because a local hooligan is harassing them, this is the option you use. It’s also the option to use if presented with the mission A Shame If Something Were To Happen To It.
“I’d like to patronize some of the businesses on your corner. I understand they’re afraid that you wouldn’t look kindly on that.”Allows you to trade with businesses on their corner. The hooligan usually asks for $100 to agree to this.
“Say, I could use someone like you.”For a sum of money (usually $700-$800), you can hire this hooligan into your crew. Their territory instantly turns neutral, and your new crew member (in their two-seater car) will be awaiting further instructions at your safe house.
“Look, you’re starting to get on my nerves. But I think we can resolve our differences in a mutually profitable way.”Pay $1000 to have the hooligan go away and open a boxing gym for your outfit. The boxing gym itself does nothing, it doesn’t actually exist. In practice the territory instantly goes neutral and the hooligan is removed from the game. Useful if you want their corner but they have no skills you want/need and killing them would be bad for business.
“So, about that favor you owe me. Let’s talk about how you can help me out today.”Can be used to have them introduce you to someone. They usually know at least one cop. Tip: always leave a hooligan with at least 1 Favor, because you’ll need it to later recruit them or pay them off.
“You know what? I don’t like the way you’re looking at me.” // “I asked you nicely before, but you don’t respond to kindness. Let’s see what you respond to.”Fight!! If they die, you get to loot their safe house.
