Getting to grips with the nitty-gritty of how gambling is set up to work behind the scenes by interpreting the settings file for gambling. This is based off the Steam game with all DLC, but without mods.

Visitors
The minimum number of visitors each size gambling house can have varies: small (0), medium (40), large (100).
Visitor numbers are based on being 4% of the population size of the area. The estimated baseline area of effect is 30. (Note to self: check if “AoE” seems to correspond to corners in the precinct.)

A gambler can place a minimum bet 10 times before getting banned. Unsure if this means that’s when you become able to kick them out, or if it’s an automated thing.

Debt
Presumably the chance of appearing as an option for debt repayment is down to whether or not certain prerequisites are met, i.e. available properties in area, contacts known to the gambler, etc. (See below.)
The different levels correspond to how many times someone gets into debt from frequenting one of your gambling spots. As long as the person sent to extort the gambler has enough money money in the car to cover the full debt, you can choose to forgive the debt.
All levels have a cash debt value trigger, which goes down by 20% if the gambling house they’re indebted to has the Uniformed Attendants performance enhancing feature. It looks like the effect of this will stack if you have more than one of that feature in the same op.

Repayment requirements
To be offered, all car or truck options need your outfit to have enough of the corresponding parking space available. It can’t overflow by more than 1. To be offered a truck parking spot you need to have at least two truck parking spaces already.
The Town Car in Atlantic City is only available during the summer months, specifically May through September.
The Pickup Truck does a check for a skill called delivery-driving. Possibly corresponds to Truck Driving?
Introductions to businesses and hooligans require the gambler to know someone they can introduce you to, but there doesn’t seem to be anything stopping them from introducing you to people you already know.
Introduction to family gives a relationship boost. If I’m reading it right, it won’t introduce you to someone who is related to one of your crew members. Same thing applies to cutting an exclusive deal with a business. To get an exclusive deal you also need to have met at least two rival outfits.
The only real difference between the low/medium/high building offer is the success rate, and that the “low” option doesn’t seem to require the gambler having a family member who is offering a building, which the other two do. Other than that they do check that there is a building available nearby.
Alcohol
All of the alcohol you get from gamblers is set to be delivered to your safe house, ignoring capacity.
Level | Alcohol + amount | Requirements |
---|---|---|
T1 | Brick Wine 100 Hard Cider 100 Homemade Beer 130 Moonshine 60 Applejack 80 Fruit Wine 80 | Does a check for whether you’ve produced less than 10 of the resource. |
T2 | Counterfeit Wine 90 Sparkling Cider 110 Backroom Beer 110 Bathtub Gin 80 Homemade Brandy 80 Corn Whiskey 90 | Does a check for whether you’ve unlocked the resource and produced less than 10 of it. |
T3 | Bottled Whiskey 50 Bottled Brandy 80 Bottled Rum 90 Bottled Vodka 65 | Does a check for whether you’ve unlocked the resource. |
T4 | Aged Whiskey 50 Champagne 80 Cordials 50 Gin 50 Spiced Rum 50 | Does a check for whether you’ve unlocked the resource. |
Imports (low) | Canadian Whiskey 10 Caribbean Rum 8 English Gin 8 German Schnapps 8 Irish Whiskey 8 Scotch Whiskey 8 | Checks if the gambler in Atlantic City matches the import ethnicity and that you’ve unlocked the resource. |
Imports (medium) | Canadian Whiskey 20 Caribbean Rum 15 English Gin 15 German Schnapps 15 Irish Whiskey 15 Scotch Whiskey 15 | Checks if the gambler in Atlantic City matches the import ethnicity and that you’ve unlocked the resource. |
Imports (high) | Canadian Whiskey 40 Caribbean Rum 25 English Gin 30 German Schnapps 25 Irish Whiskey 25 Scotch Whiskey 25 | Checks if the gambler in Atlantic City matches the import ethnicity and that you’ve unlocked the resource. |
For T2 alcohol to be discovered, it checks that you don’t already know of it, and if you have the corresponding T1 skill, e.g. you can only discover Counterfeit Wine if you haven’t discovered it yet, and if you have the skill to make Brick Wine. Strangely, and this looks like a bug to me, Homemade Brandy does a check for the Applejack skill, despite them both being map exclusives on different maps.
To discover T3 alcohol through gamblers, you need to have a territory of at least 15 corners and be in Atlantic City (!). It checks that you haven’t discovered the resource already, and have unlocked at least one of the T2 options. Same rules apply for T4, but the unlock requirement is one of the T3 options.
Imported booze checks for you being in Atlantic City (except for German Schnapps, see known issues for how to fix that), that you haven’t already discovered the resource, and that the gambler is one of the six importing nationalities, e.g. Irish for Irish Whiskey.
