This does not refer to the in-game legacy goals, but the achievements you get awarded in Steam/Epic/GoG for hitting certain targets while playing. They give you nothing but bragging rights. There are 80 in total, and they relate to everything from how much cash you have to how many corners are in your territory.
Achievements for Epic players don’t necessarily work very well. For me, they seemed to cap at 48 and every achievement I should have got after that I didn’t get. Then one day I suddenly got one and I’m now stuck on 61. I still think it’s broken and specific to the Epic version, because the only ones (bar one) I’ve got left on Steam are the ones I haven’t been able to get yet because they refer to end of game and/or are specific to maps that I haven’t played enough yet.
Most achievements can be unlocked at any point during the game. Some, labeled “At EoP” in the “Time Limit” column means you won’t unlock them until you’ve reached the End of Prohibition (December 1933) even if you hit the target before then. The ones saying “Before EoP” specifically say you have to have achieved them before the End of Prohibition – because you can technically continue to play on after Prohibition has ended.
All achievements can be unlocked while playing on any map, except for the ones that specifically mention a city.
Most of the achievements aren’t that difficult to unlock, you just need to keep playing the game as you normally would and suddenly you’ll have new achievement unlocks waiting for you when you exit the game.
Some achievements are mentioned in more than one category here so they’re easier to locate.
“Rarity” is how many players have unlocked that particular achievement in Steam. It’s merely a statistic, it doesn’t indicate how difficult they are to achieve, only how many people have played the game long enough to hit those targets. (The unlock % are all much lower on Epic.)
