Achievements
Friendly Gestures: Still investigating it, but it’s possible that you need to be playing the Pittsburgh map for this one to trigger, even though it doesn’t tell you.
High Pillow: Have the prerequisites for the High Pillow achievement (have a longshoremen’s hall, a train station and a silver bell hotel inside your territory), but it still doesn’t trigger? Yeah, me too. It finally triggered when I got to the end of Prohibition in the Chicago game I was playing. It did not trigger when I finished my first game (New York), so it might be Chicago specific without saying so.
Cigarette Production (The English Outfit)
Highlighting over a Cigarette Production building will incorrectly show ingredients as Ice and Backroom Beer. Going into the building shows the correct ingredients (Papers). The production cycle time is correctly listed as 21 days (3 turns).
Corner Speakeasies not able to upgrade
If you can’t upgrade a Corner Speakeasy to a Small Speakeasy, check which T2 alcohol the Corner Speak sells, and whether you have the skill to make the corresponding T3 alcohol, e.g. if it sells Backroom Beer, do you have the skill to make Vodka? (Bathtub Gin = Whiskey, Counterfeit Wine = Brandy, Sparkling Cider = Rum.)
If your Corner Speak sells Counterfeit Wine and you have the skill to make Brandy, you can upgrade to the Small Speak that sells Brandy. It’s not a guarantee this solution will work, but it’s worth checking as a starting point.
Game crashes when saving
Saving takes a while to complete – it can take the better part of a minute in some cases! Saving hasn’t finished until “Saving” AND “Writing do disk” have gone away. Until they have, the game can look like it’s frozen but it hasn’t, it’s just busy, so don’t click anything. Just leave it be and wait for it to finish before you do anything.
Encyclopedia (in-game)
- Billy Club ($20) and Switchblade ($80) incorrectly listed with prices, suggesting they can be purchased in a store. They can’t.
- Corn has no base price listed.
- Gasoline has the wrong icon.
- Tobacco isn’t listed. Nor is Industrial Alcohol.
Epic Games
Achievements: Sometimes achievements stop working, so even though you fulfill all the criteria the achievement doesn’t unlock, and won’t be unlocked no matter how many times you try. It might be broken for a long time, and then one day you’ll suddenly get a notification that you’ve unlocked one. It’s very hit and miss. This issue is possibly version dependent, because it (usually) works as expected on Steam.
Seeds: Usually you can replicate a starting point by using the same map, seed number and nationality. If you’re on Epic you get a random result instead. This was later fixed, so Steam and GOG should consistently give you the same result every time using the same parameters.
Fronts – can only open one at a time
Wrong! This is not a bug – nor is it actually a real issue. You can open as many as you like. See the section on Fronts for more details.
Fruit Wine Bootlegger
There is no option to upgrade the Fruit Wine Bootlegging operation to an Improved Fruit Wine Bootlegger. You can only upgrade it to Expanded, and the only option is for Brick Wine. Be aware that if you build a Brick Wine Bootlegger hoping to upgrade it to Improved and then Expanded so it can sell Fruit Wine as well … that won’t work. You can’t upgrade a Brick Wine Bootlegger to also sell Fruit Wine, you can only upgrade a Fruit Wine Bootlegger to sell Brick Wine.
German Schnapps can be discovered but not bought/sold
There’s a line missing from the gambling settings file which means it doesn’t do the required “is this Atlantic City?” check before an indebted gambler offers to tell you about German Schnapps. AC is the only map where you can actually get German Schnapps, so for all other maps it’s pointless. Here’s how to fix it:
- Close down the game completely if it’s running.
- Open the folder where the game is installed, depending on where you bought it:
STEAM – C:\Program Files (x86)\Steam\steamapps\common\City of Gangsters\CoG_Data\StreamingAssets\Settings
EPIC – C:\Program Files\Epic Games\CityofGangsters\CoG_Data\StreamingAssets\Settings
GOG – C:\Program Files (x86)\GOG Galaxy\Games\CityofGangsters\CoG_Data\StreamingAssets\Settings - Open the file Gambling.sim (in Notepad if it asks) and do a search for
grants [ { #type unlock-resource id german-schnapps } ]
(it should be on line 2630). - From the section above (English Gin) or below (Canadian Whiskey), copy the line
{ #type check-current-city is any of [ atlantic-city ] }
directly below visreqs [ and paste it on the line below visreqs [ in the German Schnapps section. - Save the file and exit Notepad. From now on your game will only let you discover German Schnapps if you’re playing in Atlantic City.
Grappa Production (The Italian Outfit)
Highlighting over a Grappa Production building will incorrectly show ingredients as Ice and Backroom Beer with a production cycle of 21 days (3 turns). Going into the building shows the correct ingredients (Bottles, Small Bottles, Bottle Labels, Grapes, Gasoline) and production cycle time (12 turns).
New York: No businesses want to buy Grappa from you, so don’t build a Grappa Production until you can build Supper Clubs – unless you have a lot of spare storage space to put it in the meantime. Supper Clubs (and its upgrades) will sell it for you. If you upgrade from a Small Speakeasy before then, you won’t have Grappa as an option, so you need to have a Grappa Production and then build a Supper Club from scratch to be able to sell it.
Improved Absinthe Stills (New York) can’t be learned
The mission you need to complete to get this skill will not trigger on its own due to a typo in one of the game’s settings files. This is quick and easy to fix, thanks to Cap GordonRamsey who discovered where the problem was!
- Close down the game completely if it’s running.
- Open the folder where the game is installed, depending on where you bought it:

EPIC – C:\Program Files\Epic Games\CityofGangsters\CoG_Data\StreamingAssets\Settings
GOG – C:\Program Files (x86)\GOG Galaxy\Games\CityofGangsters\CoG_Data\StreamingAssets\Settings - Open the file Skills.sim (in Notepad if it asks) and do a search for the word absinte. (It should be on line 2805, in the middle of
#type check-player-produced-total resource absinte is moreorequalto value 120
.) Add a h to correct the spelling, so it reads absinthe. Save the file. - Exit Notepad, open the game and load your New York game. If you have already produced 120 Absinthe, you should now see a purple hat, allowing you to pick up the mission and complete it to get the skill.
Maps breaking after installing Shadow Government DLC
Had a game going and then decided to add the DLC? At some point your map will break and the people’s dialogue windows will be completely blank. Unfortunately there is no solution to this, other than to start a new game. Or finish a game before adding any DLC. Shadow Government in particular seems to add functionality that break games started before it was installed.
Mouse pointer disappearing
Unplug the USB dongle from your computer and reconnect it.
Pool Halls identifying as Tobacconists
When you get a building that’s also a pool hall and you go into the window to look at it in detail, the window will show a pipe icon and say it’s a Local Tobacconist … despite being called something like “Midtown Snooker & Billiards” and have pool balls as an icon on the map.
Protecting Deliveries mission can’t complete
When you try to hand in the Protecting Deliveries mission to get the reward, the person won’t speak to you and the dialogue option is blank, so you can’t clear the mission off the list. The reward you should get on completion is a couple of guns, but if you already have 5 or more of that type of gun already it won’t complete. Delete your Colt Pistols and/or Pocket Pistols (or Winchester Rifles, but why would you want to?) until you only have 4, and you should get an option to complete the mission.
Saves won’t load, even after waiting half an hour (Detroit)
If you have upgraded a Small Speakeasy to the Supper Club that sells Canadian Whiskey, your next save – and any saves from that point on in the same session – will not load back up once you exit the game. It will keep playing perfectly fine in the same session until you quit out, but you can’t get back into the save once you close it. This is very inconvenient if you play for a long session after building it, because you’ll have to do it all again. (I lost 6 very productive turns and it was extremely inconvenient.)
The only ways around it are to revert to a save done before the upgrade was initiated. If you still want to upgrade it, choose the plain Supper Club (that only sells T2+T3 but not Canadian Whiskey) instead.
Train Stations
Both train stations can stop giving you the missions relating to the import of T3 barrels/bottles. Presumably this is related to whether or not you’re producing T3 bottles/stills yourself.
This could be something that doesn’t effect Epic players, because I haven’t come across it there despite hearing everyone saying it’s a problem, but it definitely exists on Steam.
