“You have an all out prize fight, you wait until the fight is over, one guy is left standing. And that’s how you know who won.”

You will first be introduced to Legacy Goals when you reach 1 January 1921, when you get a window popping up to welcome you to a new year and to let you know how you’re currently doing. So what are they? In short, they are some goals to achieve in game by the end of Prohibition, 3 December 1933.

The more goals you have achieved, the more you will be remembered by history. For instance, three means “your name will be well known to anybody who’s anybody” in the city, and six means “your wealth and savvy will become the stuff of legends” – joining the leagues of Al Capone, Lucky Luciano, Arnold Rothstein and other infamous Prohibition Era gangsters we still talk about today.

There are 12 legacy goals in total in the base game. Unless you’ve been out really early and taken out a rival outfit’s crew member, you will start off with one already completed (Earned the Dividends of Peace, see below). Don’t worry if you lose that one, by the way, there are still plenty of others and “to win” you only need six.

The thing about these goals is that most of them are very easy to achieve by simply playing the game and not even thinking about it, so you can easily have a minimum of six done by 1926 – if not before. For most of the goals, once you have achieved them, you almost can’t lose them, unless you make extremely deliberate attempts to do so.

Which DLCs you have installed (if any) will determine what additional legacy goals you can achieve. Three are tied to a specific map (Atlantic City, Cincinnati, Philadelphia), five are tied to a specific nationality, and one gets added to every map in the game.

If you play as, say, a German in Philadelphia and have Shadow Government, you will have three extra (15 in total) legacy goals someone with only the base game wouldn’t have. In fairness, this also makes getting six goals in total easier to achieve because you have three more options.

Coarse and CunningHave at least 7 Captains in your crew.This is very easy to achieve. Promote some people when you have the chance and you’ll get there. You don’t have to assign them any specific roles after that, it doesn’t matter, but if you have the Criminal Record and Shadow Government DLCs you could have seven captains with each each one assigned to a different role.
Casino Mogul (Atlantic City)Build at least one Luxury Casino and fill it with features.I don’t currently know how many features you can build in a Luxury Casino (15?), but you need to fill all the available slots.
Steaking [sic] Your Claim (Philadelphia)Run 3 unique captain schemes.Have at least three captains assigned to different roles and send them each on a scheme. I don’t know (yet) if ending a scheme early will count for this or not.

Friends in High Places (Shadow Government)Get a new mayor elected.Enacting the “law” Replace the Mayor costs 80 influence, but when you start to have some cash to go around, sponsoring politicians and getting them elected shouldn’t be a problem. It might take a couple of election cycles to get there, but it’s not too difficult to achieve.

Bourbon Kings (Cincinnati)Sell 500 cases of Bourbon.Not something you can achieve early on in the game because for a Bourbon Bottling plant to run you need Whiskey Barrels (T3).
Indomitable Spirits (Polish)Build at least 3 unique spirit production operations.Any three of Moonshine, Bathtub Gin, Bottled Vodka, Gin, or Nalewka should work for this. Shouldn’t be too difficult.
Smoke Show (English)Sell 1000 cartons of cigarettes.Selling in corner speaks does not count towards this for some reason! They have to be sold directly to businesses.
Sudhouse Specialist (German)Sell 2500 cases of German Lager.
Whiskey Fields (Irish)Sell 500 cases of blended whiskey, bottled whiskey, and aged whiskey.Not something you can achieve early on in the game.

Earned the Dividends of PeaceHave never triggered a vendetta with another outfit.The easiest one to lose and once this is lost, you can’t get it back. How to avoid losing it? Don’t kill any rival crew members. (Hooligans don’t count.) Attack them, rough them up, defend yourself, but don’t kill. Unsure if you can get around this by taking out all the other crew members through raids from the feds until you’re left with taking out only the rival boss. They can’t exactly have a grudge against you if they’re all dead.
Finders Keepers (Italian)Have stolen at least 500 cases of booze from enemy safehouses.You can come across safe houses from hooligans that have been taken out by other outfits or other hooligans, so you could (in theory) achieve this one without bloodshed.
