To earn their keep, your crew needs to be on the road if they’re not managing an operation.
If you’re sending a Captain on a Scheme, make sure they’re not in a big truck before accepting, because you’re going to have to be without it for a number of turns. Better to transfer them to a smaller car (with a weapon you don’t mind losing, just in case) first. I normally keep a spare two-seater (armored car if Italian) for this reason.
Vehicle allowances
Your vehicle allowance is one car per crew member. Truck allowance is based on certain skills that unlock more spaces, how many Truck Repair Bays you have, and you also get +2 if you have a freight train station in your territory. Your vehicles and allowances are shown on the bar at the top of the screen.
You can also get more parking spaces from indebted gamblers – and laws, if you have Shadow Government and have enough political influence to enact Truck Deregulation.
Movement
1 Movement = 1 Corner/intersection traveled. One or more freight train stations in your territory adds +2 Movement. (Passenger station also gives +1 MP on Epic, but +1 AP on Steam.) Some laws and personality traits increase/decrease Movement.
Your Movement is halved when going through rival territory, so travelling one corner costs 2 MP.
Vehicles make no difference to Movement speed per turn (with one exception), but the animation speeds of vehicles moving around the map are different: the two-door passenger car goes from A to B a lot quicker than the small delivery truck, for instance. The main difference is in how much each vehicle can carry.
