There are many different nationalities to choose from, but all of them are not available in every city. Does it matter which one you choose? Only if you have a of the nationality DLC. It’s more to give a flavor to the game.

Nationality specials from DLC
If you have a nationality DLC (highlighted with a * in the table above) and play as that nationality, you will also have a few special features to play with.
They all add the nationality’s colors to all of your crew member markers, and national symbols to your boss marker. They also bring some new clothing options to the character portraits.
“Distill Blended Whiskey and Aged Whiskey, with the options to produce a new type of Moonshine, and a new way of bottling whiskey in multiple building operations.” You can create Aged Whiskey even without being Irish, so I don’t know what that’s supposed to mean. I haven’t found out yet what “new way of bottling whiskey” means either. There is a special alternative moonshine recipe to use in moonshine ops.
